Okay, so I missed the two little words in the definition of the recurrence. Victoria day is on the last Monday before or on the 24th of May.
Without those two words, the 17th is the correct date as 05/17/2010 is the last Monday before May 24th. But as my good friend (and Canadian Expat) Cathy pointed out to me, those two words are an operative part of the definition. As this year, the 24th is Monday, this holiday is next week. Sorry, all!
